He was born in Wilkes-Barre, PA, on June 20, 1953, the son of John C. and Marie (Volack) Rachel. He was educated in the Wilkes-Barre school system and was a graduate of Wilkes College (B.A. 1975, MBA 1980). He earned his J.D. from Temple University School of Law in 1985.
He was admitted to the New Hampshire Bar in 1986 and had most recently been a self-employed attorney in Manchester.
John was an active member of his community serving on various local boards, including the Granite State Youth Soccer and Manchester Angels Soccer boards. He was a communicant of St. Catherine Parish and a member of the Knights of Columbus.
Members of his family include his wife of 24 years, Karen (Killian) Rachel of Manchester; his children, Tyler, Patrick, and Paige Rachel, all of Manchester; one brother, David Rachel of Pottsville, PA; one sister, Antoinette Wingert of Hanover Township, PA; nephews, nieces, and cousins.
A Mass of Christian burial was celebrated on Friday February 1, 2008 in St. Catherine Church, corner of Webster and Hemlock Streets.
