Born in Manchester on April 16, 1941, he was the son of William A. Wagner Sr. and Justine (Richard) Wagner.
A graduate of Bishop Bradley High School, he served in the United States Air Force and was Honorably Discharged in 1965. After discharge he worked for the Manchester Police Department and with his father became the first father-son team to work for the department. His police career ended after 10 years when he was struck by a semi-truck while doing traffic on Elm Street.

Bill was an artist, painter and wood carver. In 1969, he designed the Hillsborough County seal. His design can be found on all Hillsborough County buildings, flags and letterhead. He also designed the shoulder patch for the police department of the Town of Boscawen.
Bill frequently painted historic buildings and places. Part of his City of Manchester collection is on permanent display in the Manchester City Hall. Some of his other works can be seen at Clarks Trading Post and the Cog Railway. Bill was also the Honorary Past Master of the Lafayette Bible Lodge #41.
